The present structure of Ministry of Road and Transportation has been designed in a form that the construction of country's transportation infrastructures such as roads, airports, railways, and portal facilities are accomplished directly by the deputies of this ministry. According to the law approved in July 1974, the title of "Ministry of Road" changed to" Ministry of Road and Transportation". Activities related to transportation first were assigned to Coordinative Organization of Transportation and then in the next establishments of Ministry of Road and Transportation was assigned to Deputy of Transportation. On Nov. 5, 1994, based on Article 1 sanctioned law of Administrative Supreme Council, the functions and responsibilities of Transportation Deputy of Ministry of Road and Transportation were amalgamated with functions and authorities of Public Terminals and Cargo Transportation Incorporation Company. Thus, Transportation and Terminals Organization of Iran was established.
The reasons for the mentioned sanctioned law are as follows:
- To Achieve to economic, social, and cultural goals aiming to Islamic Republic of Iran development.
- Limiting the decision and policy making authorities logically.
- Being in touch with decision making authorities.
- Renewal of establishments with respect to congruity

This organization is an independent entity in Ministry of Road and Transportation which has generated the industry of air transportation in Iran and also is considered to be the means of government's dominance in air transportation's sector as well. This organization supervises and monitors the entire activities of air transportation industry and performs its duties and responsibilities in terms of financial and recruitment affairs independently under the direct supervision of ministry of MRT and in accordance to related laws and regulations. The chairman of this organization is deputy of Minister of Road and Transportation ministry and is appointed according to the sanction of Ministers Board.
The main objectives of CAO are as follows:
- Codification and publication of national standards, regulations and criterion in aviation field by utilizing International laws, and monitoring their implementing in order to ensure security and safety of flights.
- Surveillance over the entire CAO activities within Aviation laws and regulations with notion of preventing destructive competition among Air Transportation Institutes and protecting the public benefits of the country.
- Codification and enforcing the policies of air transportation sector, and airports to harmonize master plans of transportation in Iran.
- To organize air routes and providing communication equipments and aircraft aids to protect the country's space and performing aviation activities.
- Development of International air transportation communication with other countries within the framework of national benefits.
- Promoting the aviation knowledge through technical and scientific development and dissemination of aviation culture throughout the country
